For Information : Calls for proposals: EU "social dialogue" budget lines

The European Commission has recently published two calls for proposals under the “Social Prerogative and Specific Competencies Lines (SOCPL)” – or “Social Dialogue” budget lines – managed by DG EMPL (Employment, Social Affairs and Inclusion):
Support for Social Dialogue: this call will fund projects related to EU Social Dialogue and submitted jointly with employer organisations. Trade Union only projects in the field of Social Dialogue are also eligible if promoted by a European-level trade union (as a single applicant). The total budget allocated to this call is 9.976.654 EUR, and the deadline for all project applications is set on 30th June 2022. Webpage: Funding & tenders (europa.eu)
Information and training measures for workers' organisations: the total budget allocated to this call is 6.670.000 EUR, and the deadline for all project applications is set on 1st June 2022. Webpage: Search Funding & Tenders (europa.eu)

We must raise your attention on the fact that, since last year, some substantial changes in the application process were introduced as compared to previously. DG EMPL no longer uses the SWIM online Platform. Instead, all applications are to be submitted via the Single Electronic Data Interchange Area (SEDIA), « Funding and tenders opportunities » participant portal of the European Commission. In order to participate in a project proposal, your organisation needs to be registered and have a 9-digit Participant Identification Code (PIC). You will then need to quote your PIC in your application and in all correspondence with the Commission. The changes introduced last year also include the format of your Project Description, which must now follow a standard template, which is available in the webpage of the call for proposals.
In a nutshell, the general objectives of the budget lines are the same, the types of activities which we can envisage in a project are the same, but the application process and the format of a project description have changed.
As previously, applications submitted by national-level organisations must also plan for a genuine involvement of European-level organisations in the project. This is to ensure that all projects are directly connected with the European social dialogue processes and/or the EU policy agenda). This calls for a strong coordination on our behalf, and ETUC is there to support you, give feedback on your project ideas and, ultimately, join your projects as an associated organisation.
Therefore, we kindly invite you to send us your project intentions as soon as possible (by e-mail to [email protected]), so that we can start this coordination exercise in the most effective manner and so that we can process the demands submitted to ETUC for taking part in “national-level” projects. You may send us a brief outline describing the main objectives and activities, the partnership and countries covered in your project, and the approximate budget foreseen. Last but not least, we must inform you that ETUI Education will run the 4th edition of the online course “Intermediate project management for trade unionists”, from 17/10 to 04/12/2022. Participants, with the support of online tutors and ETUC input, will draft a project outline relevant to their Organisation. The course invitation, with the link to register, will be sent out by ETUI after the summer break.
