Affiliated trade union organisations put forward motions for debate at the four-yearly meetings of Congress. Once a resolution is passed, this sets the framework for ETUC action over the following period. Between Congresses, the Executive and Steering Committees take decisions as appropriate, based on the advice of the ETUC Secretariat.
