The ETUC and the Federation of Independent Trade Unions of Russia – the main national trade union centre in the country – have worked together to urge the EU and Russian Federation to include a social dimension in the revised Partnership and Cooperation Agreement (PCA), and establish permanent arrangements for consultation between the social partners.
