The memorandum outlines the unions’ priority areas for action in the social and economic fields. The ETUC appeals to the Presidency to do its utmost to promote the adoption of a Social Progress Protocol to provide guidance to the ECJ about the need to uphold fundamental social rights in the single market. Steps with regard to the revision of the Posting of Workers Directive and The single market are amongst the issues that will be on the top of the agenda. Other challenges for the Hungarian Presidency will be to launch the debate on the pluriannuel budget framework 2014-2020 and to look after the unresolved budget 2011.
