I welcome the ETUC’s decision to give strong backing to the framework-directive on public services. I am pleased firstly, because the ETUC is endorsing a position that the local and regional authorities of the CoR have already advocated in their opinion on the Commission’s White Paper on public services; and secondly, because the ETUC has opted for a grass roots approach and participatory democracy
