Not usually. The ETUC is made up of national confederations in each country, of which individual trade unions are members. However, union structures differ from country to country, which means that whereas in some states a single umbrella organisation unites all unions, in others, often for historical reasons, there may be four or five, sometimes representing different sectors of the workforce or political viewpoints.
